Republican columnist calls Sen. Cruz ?a jerk?

BERLIN, April 29 (Reuters) - Barcelona will try every trick in the book to overturn a 4-0 first-leg deficit against Bayern Munich in their Champions League semi-final return leg on Wednesday, honorary Bayern president Franz Beckenbauer warned on Monday. Bayern crushed the Spaniards last week in a surprisingly one-sided encounter but Beckenbauer, former player, coach and president of Germany's most successful club, warned that Barcelona were not ready to surrender. "Barca will try everything to throw Bayern off balance," he told Bild newspaper. ...

Chase to invest $1.5M for Detroit Schools programs

DETROIT (AP) -- JPMorgan Chase said Monday that it is giving $1 million to a Detroit nonprofit group to provide educational and other services to low-income families of students at three southwest side public schools, in an effort to improve the quality of life in those neighborhoods.

In addition to its grant to Southwest Solutions, the bank said it has pledged another $500,000 in grants to other Detroit groups.

Southwest Solutions provides human services programs and affordable housing and economic development. The agency will use its grant to expand its Centers for Working Families at Harms and Maybury elementary schools and Western International High School. Centers for Working Families teaches financial stability strategies to low-income families and also develops educational and employment opportunities for them.

The grant money also will be tied to an English language program for parents at two of the Detroit schools and help neighborhood preservation efforts. The agency wants to provide home repair loans or property improvement grants to 115 homeowners, and demolish 30 vacant properties near the three schools.

"We must stabilize families living in high-poverty neighborhoods by providing high quality educational opportunities and by creating job opportunities," said Sarah McClelland, Michigan market president for Chase.

Detroit's southwest side has a large Hispanic population.

An additional $500,000 in grants will assist a number of groups that provide job and financial literacy training, as well as other services, to young people and parents.

The state Department of Human Services will place a "success coach" in Western High School to work with students, staff and parents on issues inside and outside of the school.

The JPMorgan Chase investment and partnerships with the state and other groups fit in with a recently announced Detroit Public Schools 5-year strategic plan to develop quality schools as community hubs.

As part of the plan, the district will offer free pre-kindergarten classes to 4-year-olds in the city and keep some school buildings open to families 12 hours a day, seven days each week.

The district will enforce a stronger attendance policy and increase security in and around its schools.

"We want the school to be the place where not only children, but adults receive education and training, where child care services are offered for infants up to pre-k and senior care may be provided," Roberts said.

Insight: Good life goes on as Syrian elite sit out war

By Michael Stott and Samia Nakhoul

DAMASCUS (Reuters) - It might sound absurd to talk about normal life in Syria after two years of civil war which have killed more than 70,000 people and left five million more destitute and homeless.

Yet in the neighborhood of Malki, a tree-lined enclave of central Damascus, a wealthy group of elite, pro-government Syrians still enjoy shopping for imported French cheeses, gourmet hand-made chocolates and iPad minis in the well-stocked, recently built Grand Mall and in nearby boutiques.

Such are the parallel realities of a conflict in which, for all the gains made by rebels and the current chatter about U.S. "red lines" crossed that might ultimately draw in Western might, President Bashar al-Assad is holding his ground in the capital, bulwarked by his own foreign allies and by many Syrians who fear his end could prove fatal for them too. And so life goes on.

In Malki, sprinklers water the manicured lawns outside their blocks of million-dollar apartments. Maids and drivers cater to their every whim and birds sing in the trees. Fuel for their BMWs and electricity for their air-conditioning is plentiful and the well-guarded streets are free of loiterers.

"Look at this display and you feel all is well, life is good and everything is here," said an elegantly dressed Hiyam Jabri, 50, as she placed her order at the delicatessen counter in the mall's main supermarket.

Malki residents continue to enjoy material comforts and abundant supplies of imported goods, even as millions of their compatriots subsist on food handouts.

The United Nations World Food Programme estimates it is feeding 2.5 million people inside Syria - a tenth of the population - and a further million who have fled the country, offering them subsistence rations of flour and rice.

"We are trying to keep up with the enormity of the crisis and the impact of the brutality," the WFP's deputy regional emergency coordinator Matthew Hollingworth said in the capital.

Most of those whom his staff help "haven't been displaced once but sometimes twice, three times". Food is so scarce for those uprooted by the fighting that rations intended to feed a family of five are being shared by three families.

ILLUSIONS

Even in Malki, though, the air of normality is an illusion - as unreal as the oft-repeated assertions of government officials that victory is near and Assad still controls almost all Syria.

Scratch the surface of the illusion and the normality quickly becomes anything but.

Pasted to the lamp-post outside the elegant chocolatier Ghraoui, whose interior boasts award certificates from France, is a wad of black and white fliers. They are printed by families and they mourn sons and husbands killed in the war.

It is a war, however, that seems to be going nowhere fast.

Recent days have shown again the reluctance of the United States and its allies, in the face of evidence Assad's troops may have crossed President Barack Obama's "red line" by using chemical weapons, to intervene militarily against him - not least as some rebels have espoused the cause of al Qaeda.

Among the few independent outsiders seeing at first hand the mosaic of opinion and suffering in Syria, many aid workers lament that international discourse has become a monotone debate on supplying weapons, with little push for a negotiated peace.

"We need a political solution for this conflict," said Marc Lucet, the local emergency coordinator for UNICEF, whose fellow humanitarian workers recount grim tales of hungry refugees found cowering in half-built apartment blocks or idle factories.

The surface serenity of Malki contrasts with what aid groups say is a country splintered by ever shifting frontlines and a fragmenting opposition; many fear violence will spread beyond Syria's borders and are baffled by the debate in the West over how far to arm rebels, saying this will only make matters worse.

Stressing the need for a political settlement, however, unpalatable and, so far, unattainable, UNICEF's Lucet said: "The solution is certainly not to give more weapons to either side."

Attempts to bring Assad down by diplomatic means have failed to break the impasse, even if they do make life less comfortable in Malki.

Inside the Ghraoui chocolate boutique, as everywhere else in Syria, sales are strictly cash only - sanctions have forced international credit card networks to boycott transactions here.

Prices on restaurant menus in local currency, the Syrian pound, have been hastily updated with stickers multiple times - a tell-tale sign of rapid inflation.

At the luxury mall supermarket, Eyad al-Burghol says he is selling fewer imported foodstuffs than before because many wealthy customers have left the country.

FIGHTING TALK

A distant thump of artillery fire serves as a reminder that, just a few kilometers (miles) away, fierce street-to-street battles are being fought between government and rebel forces. Some days, Russian-made MiG fighter jets streak across the sky on their way to bomb insurgent positions.

The abundant security in Malki, residents say, is provided by men who speak the Iranian tongue of Farsi, rather than Syrian Arabic. Tehran has long been Assad's sponsor against his fellow Arab leaders and the word on the street - impossible to verify - is that this heavily guarded area of town may be home to the Syrian president himself and to his immediate family.

Assad is not seen in public these days and officials refuse to comment on his movements or whereabouts.

Senior Syrian officials try hard to show visiting reporters a picture of normality in which the government is firmly in control. But even the cocoon in which they live and work is starting to be punctured by the facts of war.

Syria's central bank governor Adeeb Mayaleh gave Reuters an interview last week at a headquarters building bearing the scars of a car bomb attack earlier in the month. Blinds hung twisted and useless in front of warped window-frames without glass. A palm tree outside had been reduced to a charred skeleton.

The bank chief insisted that the government had plenty of foreign currency available to guarantee imports and enough cash to pay public employees' wages in advance each month. For how long? Iran and Russia, he said, were about to agree fresh funds.

Deputy Foreign Minister Faisal Mekdad gave an upbeat assessment of the war in an interview - but a Syrian who works nearby told us that the complex housing the ministry had been attacked four times by rebels in the past few months.

UNICEF regional coordinator Youssef Abdul-Jalil estimated that at least three million children inside Syria now needed humanitarian assistance because of the war: "There is a crisis of the children of Syria," he said. "They are paying a terrible price in their lives, in their surroundings, in their health, in their education and in their lack of protection".

REALITY INTRUDES

Cars still choke central Damascus and traffic police still issue tickets for speeding and even clamp badly parked vehicles. But armed checkpoints snarl progress to a snail's pace.

Travel agents still offer flights and holidays. But the road to the city's airport is considered too dangerous by many and flights are available only to a few, friendly, destinations.

Telephones still work and officials still show up for work in neatly ironed shirts and well-pressed suits - but many scuttle off early to be home before nightfall.

One resident spoke of a distant relative, a Christian from a prosperous family of car dealers, who was kidnapped. Accused of supporting Assad, he was beaten while hanging upside down. His captors then they injected fuel into his veins. Released for a ransom worth over $20,000, the man died a few days later.

While the Syrian elite continue to insist that the military campaign against the rebels is succeeding, aid workers in Aleppo say that the area of the country's biggest city that is now controlled by the government is very small.

The main north-south highway which connects Aleppo to Damascus via the major cities of Homs and Hama now features some 38 checkpoints, about nine of which are manned by various groups of rebels, NGO workers who have traveled along it recently say.

In the capital, the government says it guarantees a "Square of Security" in the center; some locals joke that rebel gains have shorn it to a rather smaller "Security Triangle".

Damascus's walled Old City, a UNESCO World Heritage site and home to the 7th-century Umayyad mosque, retains its beauty. But these days it is eerily empty. Tourists have long gone and the souvenir sellers have all but given up hope of selling anything.

Inside the mosque's main prayer hall, featuring a shrine said to contain the head of St. John the Baptist, mournful guides tell of how the imam was recently murdered.

At a jewelry shop in the al-Hamidiyeh bazaar, Anas Hallawi, 25, sat looking bored: "People are selling their gold not buying these days," he said. "Our business thrived on foreign tourists and Syrians buying gold for their brides.

"Now the tourists are gone. And nobody is getting married."

At the Al-Naranj restaurant in the Christian Quarter, one of Damascus's finest eateries, diners discussed the relative risks of car bombings versus random mortar attacks and kidnap. Little wonder that so many with the means have left for Lebanon, as life in the capital becomes a kind of ghoulish Russian roulette.

Across the room, a smartly dressed family group celebrated a betrothal with a lavish spread of traditional Syrian food on a table decorated with red roses.

As the strains of the old songs died away and a festive cake was eaten, a fighter jet roared across the sky. Artillery fire thudded in the distance. The family looked upwards through the restaurant's glass roof, eyes suddenly fearful. (Editing by Alastair Macdonald)

Gunmen surround foreign ministry in Libya capital | Morocco World ...

TRIPOLI, April 28, 2013 (AFP)

Gunmen surrounded Libya?s foreign ministry on Sunday demanding it be ?cleansed of agents? and ambassadors of ousted
dictator Moamer Kadhafi, an official said.

The group prevented staff from entering the building in Tripoli, said the ministry official who spoke to AFP on condition of anonymity.

Around 30 vehicles, some mounted with anti-aircraft guns, and dozens of armed men surrounded the office, an AFP photographer at the scene reported.

The official criticised the group?s ?extremely offensive? behaviour, even if their demands were ?legitimate?, saying this did not justify ?paralysing the whole work of a ministry?.

The General National Congress, Libya?s highest political authority, is studying proposals for a law to exclude former Kadhafi regime officials from top government and political posts.

The proposed law could affect several senior figures in the government, and has caused waves in the country?s political class.

In March, demonstrators encircled the assembly, trapping members in the building for several hours as they called for the adoption of the law.

After the siege was lifted, gunmen targeted Congress chief Mohammed Megaryef?s motorcade without causing any casualties.

Libya?s government is struggling to assert its influence across the country, where Megaryef?s militias who fought Kadhafi in the 2011 uprising still countrol much territory.

Nintendo now selling refurbished 3DS and DSi XL

It's easy for us to go shopping for a refurbished Nintendo handheld at stores and auction houses, but not if we're looking for a huge bargain: small discounts and dodgy quality often make it wiser to buy new instead. Nintendo has just offered us some better reasons to scrimp and save by quietly offering both the DSi XL and 3DS through its refurb shop. The used (and occasionally bruised) systems respectively start at $100 and $130, or $30 and $40 less than they'd normally cost -- enough to justify splurging on a game or two. While the selection is currently scarce, we'll set that qualm aside when everything gets the same year-long warranty as a new unit. About the only debate left is whether or not we're looking for a dedicated game machine in the first place.

Rambler Takes Home The Disrupt NY 2013 Hackathon Grand Prize, Learn To Drive And Radical Are Runners Up

IMG_7362The past 24 hours have just flown by for the hundreds of hackers here at the Disrupt NY Hackathon, but the sun is finally up and it’s time to pass judgment on their caffeine-fueled projects. As it turns out, there’s a ton of them here — with 164 registered projects this is our biggest Hackathon yet, and each presenter only had 60 seconds to wow our judges (not to mention the rest of the audience). As you might guess there was no shortage of amazing projects that came together in a single day, but our judges could only choose one team to take home our $5,000 grand prize. Anyway, that’s enough out of me — meet our newest Hackathon winner! Winner: Rambler Rambler, created by William Hockey, Zach Perret and Michael Kelly, is a web app that lets users view their credit and debit card transactions on a map. During the dev process, the team tapped the Foursquare API for locations and the Plaid API to access user spending data. Runner-up #1: Learn To Drive Learn To Drive, created by Jared Zoneraich, Jemma Issroff, Kenny Song, and Nicholas Joseph, is an app for the GM vehicle platform that acts as a virtual driving instructor by speaking driving instructions aloud and displaying driving statistics, such as miles driven, hours driven, and hours driven at night. Runner-up #2: Radical Radical, created by Sam Saccone, Carl Sednaoui, and Jeff Escalante, allows users to create attractive calendars and embed on webpages with a single line of code. These three teams will also demo their projects on the main Disrupt stage on Wednesday afternoon, but that’s not to say everyone else is going home empty-handed. Hackathon sponsors Appery.io, AT&T, CrunchBase, General Motors, Microsoft Bizspark, Microsoft Skydrive, NewAer, Pearson, Samsung, Twilio, Visa, Wrigley and Yammer have also graciously doled out prizes of their own for the most innovative and interesting uses of their APIs and services. And just who decided the fate of these sleep-deprived hackers? Our panel of judges includes Mahaya CEO Tarikh Korula, Path101 co-founder Charlie O?Donnell, founder/CEO of The Muse Kathryn Minshew, bit.ly chief?scientist?Hilary Mason, FuturePerfect Ventures founding partner Jalak Jobanputra, and BoxGroup Managing Director David Tisch.

4 killed in Pakistan bombings of political parties

KARACHI, Pakistan (AP) ? Police say four people were killed and dozens were injured in two separate bombings of political targets in the southern city of Karachi.

The blasts come as Pakistan is preparing for country-wide elections on May 11.

There was no immediate claim of responsibility but the Taliban have threatened three political parties perceived as being more liberal and secular, including two targeted Saturday night.

Police officer Azam Baloch says three people were killed and 21 were injured when a bomb planted on a motorbike exploded during a political meeting. That blast targeted supporters of the Pakistan Peoples Party.

Police official Zahid Hussain says the other bomb targeted an office of the Muttahida Quami Movement. One person died and 21 were wounded in that explosion.

'Iron Man 3' rules world, 'Pain & Gain' takes US

LOS ANGELES (AP) ? "Iron Man 3" is the heavy-lifter at theaters with a colossal overseas debut that overshadows a sleepy pre-summer weekend at the domestic box office.

The superhero sequel starring Robert Downey Jr. got a head-start on its domestic launch next Friday with a $195.3 million opening in 42 overseas markets.

Sunday studio estimates show director Michael Bay's true-crime tale "Pain & Gain" muscled into first-place domestically with a $20 million debut.

The movie starring Mark Wahlberg, Dwayne Johnson and Anthony Mackie knocked off Tom Cruise's sci-fi adventure "Oblivion" after a week in the No. 1 spot. "Oblivion" slipped to second-place with $17.4 million, raising its domestic total to $64.7 million.

Chevron resumes operations in unit closed by fire

RICHMOND, Calif. (AP) -- Chevron has resumed operations in a unit at its Bay Area refinery that was shut down after a massive fire last year.

Company officials said during a conference call with analysts Friday that crews had begun feeding crude oil through the unit knocked out by the Aug. 6 fire.

Chevron's chief financial officer, Patricia Yarrington, says the unit at Richmond is expected to be fully operational during the second quarter.

Both Chevron and government investigations have determined that corrosion in a pipe caused a leak that sparked the fire, sending a plume of black smoke over nearby areas.

Since the fire, the refinery had been operating at about 60 percent capacity until very recently. The factory wasn't processing crude oil and instead was being used to blend gasoline.

Saturn is closest to Earth on Sunday: See it live online

The best view of Saturn available to Earth dwellers in six years should be on Sunday (April 28), with the planet reaching its opposition point, when Earth lies directly between it and the sun.

You can watch the celestial show live online via the Slooh Space Camera, which will be broadcasting a feed from its telescopes in Spain's Canary Islands. You can?watch the Saturn webcast live on SPACE.com?beginning at 9:30 p.m. EDT on Sunday (0130 GMT Monday).

The giant planet should put on a spectacular show, with its famous icy rings tilted at a perfect angle for viewing. During Saturn's close approach to Earth, the planet will be exceptionally bright, reaching about the same brightness as famous stars such as Betelgeuse. The ringed giant should be visible all night long on April 27 and 28, and its shadow will fall so that neither the east nor west side of the rings is darkened.

"Saturn is widely regarded as the most beautiful planet in the known universe," Bob Berman, contributing editor and monthly columnist for Astronomy magazine, said in a statement. "And this is the day that it is largest and hence potentially clearest not just for all of 2013, but for the past half dozen years, thanks to the greatly improved viewing tilt of its famous rings. The famous inky-black gap separating its broad white 'B' ring from its narrower 'A' ring, called the Cassini Division, should be striking."

Berman will appear as a commentator on the Slooh webcast, along with Slooh engineer Paul Cox, who will be controlling the Slooh telescopes robotically from the United Kingdom, and other experts.

Saturn's position will also give skywatchers a chance to view a mysterious storm brewing on the planet. [Stunning Photos of Saturn's Weird Vortex Storms]

"Surrounding the Saturn north pole, which is now angled toward us better than has been seen for the past two decades, lies a bizarre hexagon, each of whose six sides is larger than our entire planet Earth," Berman said. "The origin of this long-lived feature is utterly mysterious, and although its location at the very 'top' of Saturn makes it impossible to see from Earth through any telescope including Hubble, thanks to the sideways viewpoint we always have, it has given Saturn's north pole a new notoriety. No doubt, some viewers will 'tune in' to gaze at Saturn close-up and in true color on this day of its closest approach, merely because of that baffling feature."

To view the planet with your naked eye or through a telescope, stargazers in North America should look halfway up the southern sky around midnight. Saturn will shine to the left of the bright blue star Spica in the constellation Virgo.

You can also follow the Slooh webcast live via the?Slooh Space Camera website.

Exclusive: Imam of Mosque Visited by Bombing Suspect Speaks to TIME

The old imam cringes at the sound of that name?Tamerlan Tsarnaev?furrowing his brow into a bed of creases as he sighs and looks away. There is about half an hour left until the next call to Friday prayers, and he is seated in the third-floor office of his mosque in the city of Makhachkala in southern Russia. At last he indulges the question: ?None of our men, not a single person, has ever known him or ever seen him.?

It is a mantra that Imam Khasan-Khadzhi Gasanaliev has had to repeat for journalists many times this week, ever since it emerged that Tsarnaev, the suspected bomber of the Boston Marathon, had attended services at the mosque on Kotrova Street. The mosque upholds a more fundamentalist version of Islam than others in the region of Dagestan, and it has been known as a place of worship for suspected terrorists in Russia. On Thursday, Tsarnaev?s father Anzor admitted that his son had gone there for services during a six-month visit he made to Dagestan last year. ?He went with me,? the elder Tsarnaev told a press conference on Thursday in Makhachkala. ?We went wherever there was space. There was not always space on Kotrova. It?s small.? He added: ?But he had no friends there. You don?t make friends that fast around here.?

Investigators have not revealed any links between Tsarnaev and any Islamist groups, nor have they explained his alleged motives. But his acquaintances and members of his family have said that he became an adherent of fundamentalist Islam in the years before the bombings. The other suspect in the Boston attacks, Tsarnaev?s younger brother Dzhokhar, told investigators from his hospital bed this week that he and his brother were motivated by the American wars in Iraq and Afghanistan, according to a report in the Washington Post that cited U.S. officials familiar with the investigation.

(MORE:?Will the Boston Bomber Be Executed?)

The officials told the Post that the Tsarnaev brothers were ?self-radicalized,? meaning that their views were shaped by what they saw online and knew of U.S. actions in the Muslim world. But judging by the opinion of the United States that Gasanaliev expressed to TIME, Tamerlan?s alleged politics would at least have been reinforced by the views upheld at the mosque on Kotrova Street.

?America will soon collapse. It will disappear,? Gasanaliev said matter-of-factly after sitting down with TIME for an exclusive interview. ?How many years did the Arabic caliphate rule? For hundreds of years the world was ruled by the Arabic caliphate. And it was a wonderful ruler. Now America is the great power. But tomorrow it will fall apart, a few more hurricanes, a few more of something else.? Pausing for a moment, he switches to a different tone: ?But today, we must all look each other in the eyes honestly, wish each other well, respect each other and love each other. There should be no violence.?

Last week?s violence in Boston confuses him not because it was indiscriminate, but because it has caused such an uproar, bringing a pack of journalists to Dagestan with questions for him and his mosque. ?Somebody from somewhere was killed, or something was fabricated, and so much noise because of this,? he says with bewilderment. ?How much has America done in Vietnam, in all its wars everywhere. Right now it is turning the entire Arab world upside down. They kill hundreds, thousands, millions of people and nobody is interested. But over there someone does something, blows something up, someone is killed, and because of this they send so many people [journalists] here. They are surprised by this.?

He is adamant that his mosque, a bastion of conservative Salafi Islam in Dagestan, had nothing to do with Tsarnaev?s turn to radicalism or with the Boston bombings. ?There is no politics here,? he says. ?Our sermons are clean.? And indeed, the sermon he gave at Friday prayers this week avoided politics completely, focusing on the need for piety, for all Muslims to stay on the ?straight path? set out by Allah. ?Do not fear, and do not despair, but rejoice in the paradise that has been promised to you,? he proclaimed to the congregation of men, whose numbers packed the mosque and spilled out into the courtyard. Even amid the steel bars and bricks being used for the mosque?s reconstruction, they laid down prayer rugs and took in the sermon, the vast majority between the ages of 20 and 30.

Few of them would speak openly to a reporter afterward, but some of those who did said they appreciated the mosque on Kotrova Street for not shying from political and social issues. ?He tells it straight,? a worshiper named Magomedgadzhi said of the imam, declining to give his surname. ?He can criticize the people in power if they deserve it. You don?t really hear that anywhere else.?

The Salafi movement?s confrontations with the state are well known throughout this region of Russia. The movement acts as an alternative to the more mainstream Sufi mosques, which are sanctioned and supported by the state. ?They have not given a single kopek to help our mosque,? Gasanaliev says of the Sufis and their friends in government. ?They accuse us of being Wahhabists,? he says, referring to an ultra-conservative brand of Sunni Islam that is synonymous in Russia with terrorism.

Although he does try to dislodge that reputation and cooperate with the authorities? Gasanaliev is deputy mufti of Dagestan, a role that grants him some clout with regional authorities ? his mosque is watched by the security services with a magnifying glass. Two sources close to the local branch of the FSB, Russia?s version of the FBI, told TIME on Monday that associating with the Salafi movement is enough to get on a counter-terrorism watch list in Russia. That was the case with Tsarnaev during his time in Dagestan, where he was flagged by the FSB as a potential extremist, the sources said.

In some ways, the scrutiny is not surprising. Congregants at the mosque on Kotrova Street have often been killed in shootouts with Russia?s counter-terrorism forces, and the Salafi bookstore across the street offers literature that has been blacklisted by the state. Tucked in among copies of the Koran and video lectures on such topics as courtship and divorce, there are the tracts of Hizb-ut-Tahrir, a pan-Islamic political party that operates freely in the West but is banned in Russia as an extremist organization, as well as in other former Soviet republics in Central Asia.

Asked the reason for the state?s attention to his mosque, Gasanaliev smiles and waves his hands dismissively. ?They are making elephants from flies,? he says. What matters to him is that his mosque is open to all comers, whatever their views or denominations. ?We have no politics here,? he says. ?Our law is sharia. You come here to pray and you leave. Anyone can come here. Nobody will ask you who you are. That is part of sharia.? And what his congregants do from there is none of his responsibility.

Attacks kill 8 from Iraq security forces

BAGHDAD (AP) ? Iraqi authorities say attackers have killed eight members of the security forces, including five anti-al-Qaida militiamen, amid rising sectarian violence in the country.

Police said that the first attack occurred early Saturday when gunmen opened fire on a checkpoint manned by pro-government Sunni fighters near the city of Tikrit.

In western Iraq, three army intelligence soldiers riding a vehicle were stopped by gunmen near a protest site in Ramadi. In the gun battle that ensued, the soldiers were killed and two gunmen were wounded.

Hospital officials confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

The current wave of violence in Iraq has left more than 170 people dead over the past five days.

According to Jerry Seinfeld?s publicist, the comedian was listening to Coffee Week on Morning Edition and decided he had something to add. So he called up host Steve Inskeep. Here?s what he shared, edited for brevity.

On his new coffee habit

?I just started. All those years on the TV series, whenever we would have a scene in the coffee shop, they would say, ?What do you want to drink?? and I would say, ?I don?t care,? so they would just give me a cup of black coffee and I would just touch it. I never liked it and I didn?t understand it and I used to do a lot of stuff in my standup set in the ?80s and ?90s about how I don?t ?get? coffee. I don?t understand why everyone?s so obsessed with this drink. ?

?And then something happened about five years ago. I started touring a lot, and we would have these great big, fun breakfasts in the hotel and [coffee] just seemed to go really well with the French toast ? the sugar and the milk ? and it just seemed like the perfect French toast companion.?

On coffee meetings

?I got married and I had a family and my entire day was not free for social interaction. And eating is annoying and difficult to arrange, [and it's] hard to choose places. And meeting someone for coffee suddenly seemed like a wonderful, compact, accessible and portable social interaction.

?You don?t even really need a place. But you feel like you?re doing something. That is what coffee is. And that is one of the geniuses of the new coffee culture.?

On coffee as a morning toy

?I don?t know what the top does. I don?t know what the plastic stick does. I don?t even really know what the sleeve does. But I want that little kit because this is my morning toy. And then ? and this is gonna sound very naive, I really am very naive in a lot of areas ? I didn?t realize that caffeine has quite an effect on you. And that got to be another toy. So it?s this big fun toy.?

On caffeine

?It?s legal. It?s not expensive. And they have a whole world for you with all their little words. It?s just something to do. My theory is 98 percent of all human endeavor is killing time. This is a great way to do it.?

On coffee rituals

?I do a little thing about the way people shake the sweetener packet. You know, like they?re all excited. I want to get all the granules down to one end. I love all these rituals.?

On the best place for coffee

?I don?t give a damn. That?s the beauty of it. It doesn?t matter. That?s the nearest place. I?ll meet you there. And you know what? Coffee?s all good. It?s all good. As long as it?s fresh, it?s good. And it?s always fresh in New York. ? I think we?re a more productive society as a result.?

On which coffee to order

?I like it pretty basic. I?ve just started this espresso thing, but it?s just milk and sugar. That?s it. I don?t want to talk that long to the guy or gal.?

On instant coffee

?I have that at my mother?s in Florida at her condo. When she says, ?Do you want coffee?? And she had a ? I think it was a Cuban packet ? and I started rolling my eyes. ?Oh my God that?s the coffee you have?? And she boils the water and opens the packet and puts it in there and you know what? It was pretty good.?

On the secret to really enjoying coffee

?You want the sophistication of the snob without the pretension of the snob. So you want to know what?s going on, but don?t be a fussbudget about it. You know what I mean?

?When you go into Three Guys Coffeeshop on Columbus, don?t complain that it?s not as good as Gimme Coffee or Mudd or one of these places. Appreciate that for what that is. Know the difference, but don?t be a pain in the ass about it.?

On why coffee is so central to our culture

?I think the answer is we all need a little help, and the coffee?s a little help with everything ? social, energy, don?t know what to do next, don?t know how to start my day, don?t know how to get through this afternoon, don?t know how to stay alert. We want to do a lot of stuff; we?re not in great shape. We didn?t get a good night?s sleep. We?re a little depressed. Coffee solves all these problems in one delightful little cup.?

On his show Comedians in Cars Getting Coffee

?I really wove the idea of this little show that I?m doing on the Internet around this concept. I saw it as this swirling social hub of activity that was so handy and useful. That whole description of why it?s great to meet someone for a cup of coffee ? the ease, the simplicity, the compactness. And that it also obviously gets people talking. You have coffee and for some reason it makes you talk a lot. And I thought this is an interesting thing to try and capture. So that was my ambition of this little experiment ? let me see if I can capture that energy of two people that are already quite voluble ? they?re comedians ? and then you give them coffee ? you caffeinate them, and then maybe that?s a show.

?After a lifetime in formal show business, I kind of had a theory that if you remove the structures of show business ? the studio, the makeup, the microphone, the can we get you something to drink, the chair that you?re screwed into ? if you remove that, you?ll get a different tone, a different dialogue. I wanted to get the dialogue that when you?re standing on the sidewalk and you?re kicking the curb and you?re with a friend and neither of you really wants to go home and you?re just standing there talking. That conversation, I thought, that?s a ?talk show? that I?d like to try and see if I can get that in a bottle.?

Understanding the Digital Mail Room: Tips and Techniques for SMBs

Digital Mail Room

As the world?increasingly?goes digital,?using postage mail for customer outreach has?almost become an anachronism. In fact, many small to medium-sized businesses?(SMBs) are using targeted direct mailings?alongside their digital efforts?to connect with customers. That increased momentum is bringing about the growth of digital mailrooms in offices and companies across the country.

The savvy business owner must move away from old-school thinking that places mailroom staff on the lowest?organizational?rung. The?digital mailroom is no longer a way to save paper; the?mailroom is now the central hub of the information technology service.

According to?Enterprise Content Management Connection, digital mailrooms are?often?characterized by a centralized operation that manages a company?s content and documents. It also may convert all incoming physical mail to digital form, and then send it electronically to the right people in the company. The process is still evolving for many SMBs and?standards for appropriate workflow are still being established.

Using this distribution method can increase productivity and decrease mail handling and paper?costs. Let?s look at how a digital mailroom can play a key role in obtaining your company?s marketing goals.

Combining Digital and Direct

Direct mail marketing efforts usually involve a physical promotional document, such as postcards doubling as direct mail coupons, mailed to a pre-determined database of mailing addresses.

Combining a direct mail marketing piece with a digital marketing campaign is a good 1-2 marketing punch for many SMBs. Identify?your target audience and how you?ll measure the campaign?s success before you begin.?Many digital mailrooms?use distinct tools like?Pitney Bowes small business?machines and?postage meters?to help execute the campaign.

Enabling QR Code Technology

Digital mail rooms enable related digital efforts, such as incorporating QR codes. If you?re unfamiliar with?QR technology, a QR code is a square barcode that is scanable by a smartphone, and can direct a user to a specific website, and can give the user thousands of pieces of data.?Utilizing a?QR?code on your coupon lets the recipient scan the coupon code, which uploads information into your email database or social network.?This is an effective way to convert your hardcopy coupon into a digital database.

Coding is the Key

Label and message coding is the key to successful delivery of postal pieces for SMBs. Optical Character Recognition (OCR) technology allows users to scan and digitize a document into a digital format. Once the document is digitized, it becomes a linked document that becomes part of a larger system of transactions.

With this digital mailroom step, invoices are linked to products or services, legal correspondences are linked to actions, and all documents are connected to a recipient and an originator. Successful digitalization in a mailroom codes documents into a larger office process. This brings up efficiency and reduces risk of an actionable item being missed.

Billing Costs Money

Individual stamp costs went up to $.46 each in early 2013. Envelopes, ink and paper all cost money, and mailing costs are a significant business budget item. To help tackle these costs, some SMBs are reducing costs by managing their invoice system via cloud applications like Paypal and other online payment systems. Invoices are sent via email, and deadlines are shortened for payment. Digital invoicing gives the recipient the ability to pay quickly without needing to write out a paper check.

More Mailing Tips

Here are a few tips and best practices for managers running digital mail rooms:

Schedule your mailings.?A little advance planning can save money on mailing costs. For instance, but allowing plenty of time, your operation can mail using standard-class rates, rather than being forced to mail first class. This can save a substantial amount of money over the long-term.

Avoid service charges. Digital mailroom managers will have to check pre-sorted bulk mailings to make sure the pieces fit U.S. Postal Service (USPS) size guidelines. Otherwise, your company may face extra charges.

Update your mailing list.?Make sure your mailing lists are up to date; you?re throwing money out the window if you?re mailing to?old and bad addresses. The USPS offers a free, one-time service that updates a mailing list up to 50,000 names with correct, standardized addresses.

Samsung profit at record high on smartphone boost

(AP Photo/Ahn Young-joon)

(AP) ? Samsung Electronics Co. said Friday its first quarter profit jumped to a record high as smartphone sales remained strong despite the April launch of an updated version of its flagship Galaxy phone.

Sales of consumer electronics usually slow in the first three months of the year after the holiday shopping season, an effect that analysts thought would be compounded by this month's release of the Galaxy S4 smartphone since many delay buying until the newest model is available. Apple Inc. has cited the upcoming release of a new iPhone as a reason for a slowdown in sales of older models.

Samsung began sales of the S4 in its home South Korean market Friday and starts U.S. sales on Saturday. Analysts expect Samsung's profits to reach new highs in the second and third quarters if S4 sales are strong. Lee Don-Joo, head of sales and marketing at Samsung's mobile division, said sales of the S4 will outdo its predecessor, the Galaxy S III.

Samsung said January-March net profit surged 42 percent to 7.2 trillion won ($6.5 billion) from 5 trillion won a year earlier. That increase was despite booking a one-time charge against earnings related to settlement of its intellectual property battle with Apple. Analysts estimated the charge at $600 million.

Sales rose 17 percent to 52.9 trillion won. Operating profit was up 54 percent to 8.8 trillion won, in line with its preliminary results released earlier this month.

Profit was up 2 percent from the previous quarter's result, beating market expectations for a fall. Sales of the S III smartphone and the oversized handset called the Galaxy Note remained strong and shored up profit, Samsung said. It also spent less on marketing its mobile devices than it did in the previous quarter when competition heated up.

Samsung's IT and Mobile Communications division that makes smartphones, tablets, PCs and cameras reported 6.51 trillion won in operating income for the first quarter, up 56 percent from a year earlier and its highest since Samsung reorganized the division to merge PC and handset departments.

Samsung capitalized on global demand for smartphones with a range of mobile devices that come in a variety of screen sizes and prices, outpacing rivals including Apple Inc. and Nokia Corp.

As the S4 goes on sales several months before rival Apple introduces a new version of iPhone, analysts said Samsung's streak of record-setting profit will not stop any time soon.

"You can say it is like a snowball is rolling," said James Song, head of technology at Daewoo Securities. Song forecast Samsung's second quarter operating income to surpass 10 trillion won ($9 billion).

Market research firm IDC estimated that Samsung shipped 70.7 million smartphones during the first quarter, up 61 percent over a year earlier and capturing 33 percent market share. Apple, the second-largest smartphone maker, sold 37.4 million iPhones. Its market share fell to 17 percent from 23 percent a year earlier, IDC said.

Samsung, based in Suwon, South Korea, is also the world's largest maker of memory chips, televisions, mobile handsets and liquid crystal display panels.

The company's strong performance in the mobile market helped offset sluggish demand for TVs and a still weak recovery in display panel sales.

For the first time in recent years, Samsung refrained from increasing its annual capital expenditure on semiconductor and display panel production lines, a sign that it sees slower growth in demand for memory chips and display panels. Its annual capital expenditure for 2013 will be capped at 22.9 trillion won ($20.5 billion).

But Samsung said it will boost its spending on research and development even though it is already one of the largest R&D spenders. Its R&D expense was $2.97 billion during the first three months of this year, nearly three times more than Apple's $1.12 billion, according to financial information provider FactSet.

"Although market uncertainties from the European crisis and the slow global economic recovery are still lingering, we expect to increase R&D spending for strengthening our competitiveness ahead of planned new product launches," said Robert Yi, head of investor relations at Samsung.

Seo Won-seok, an analyst at Korea Investment & Securities, said Samsung's businesses require heavy spending on research and development for future products, especially divisions that make electronic components.

At a Las Vegas trade show in January, Samsung showcased mobile handsets that use curved glasses, a first stage in what would eventually become flexible displays. Adopting more advanced technology is also crucial to lowering memory chip manufacturing costs.

The Global Center for Women and Justice at Vanguard University Hosts Delegates from Northern Iraq to Reduce Violence against Women in Iraq

Combatting violence against women in Iraq spawns higher education partnership between Vanguard University and University of Duhok. Visit to California includes training with 12th District Court Judge David O. Carter, OC Juvenile Justice Douglas Hatchimonji, OC Juvenile Services, OC Child Abuse Special Teams (CAST) and Westminster Police Department

Costa Mesa, CA (PRWEB) April 26, 2013

Vanguard University announced today that it will host a team of delegates from the University of Duhok in northern Iraq for a two-week visit beginning Sunday, April 28. The purpose of the visit is to provide the team with training on ways to reduce violence against women in Iraq.

According to World Report 2012: Iraq published by Human Rights Watch, violence against women is a serious problem in Iraq. The report says that ??honor? crimes and domestic abuse is a threat to women and girls, who were also vulnerable to trafficking for sexual exploitation and forced prostitution due to insecurity, displacement, financial hardship, social disintegration, and the dissolution of rule of law and state authority.?

Vanguard University?s Global Center for Women & Justice (GCWJ) has been partnering with the University of Duhok in northern Iraq since 2010 to build capacity for women?s studies at the University of Duhok. The goal of the higher education partnership between these two universities, which grew to include partnering with the Ministry of the Interior and the three regional Directorates for Combatting Violence Against Women, is to eliminate violence against women in Iraq.

?The success of the recent visit with the Directorate for Combating Violence Against Women prompted Dr. Major Sami Hussein to bring leaders back here to Southern California where they can see actual programs and visit facilities rather than just learn training theory in a classroom setting,? says Sandra Morgan, director of the Global Center for Women and Justice. ?Together we have an opportunity to impact the regional development of the infrastructure to reduce violence against women in Iraq. This rare but necessary higher education partnership improves community capacity, promotes reconciliation, and contributes to stability in a region in which Americans have invested so many resources.?

The trip will include training with 12th District Court Judge David O. Carter, OC Juvenile Justice Douglas Hatchimonji, OC Juvenile Services, OC Child Abuse Special Teams (CAST), as well as three days of training with the Westminster Police Department under the direction of Derek Marsh, acting deputy chief of the Westminster Police Department and former chair of the OC Human Trafficking Task Force.

?The Westminster Police Department welcomes the rare opportunity to provide law enforcement and academic professionals from Iraq with a three-day training symposium,? says Derek Marsh, acting deputy chief of the Westminster Police Department. ?These courageous delegates are an instrumental part of a multi-year project initiated by Vanguard University and the University of Duhok, Iraq (KRG). Our goal is to provide best practices that can be applied to law enforcement investigations and will shape policies to enhance women's rights and reduce violence against women and children in Iraq.?

The team from Iraq includes the directors of all three KRG Regional VAW Directorates as well as the director of the Ministry of Interior, legal and academic scholars from the University of Duhok, and Victim Service directors.

Fireballs! 'Tis the season for massive meteors.

Tonight (April 23) through Friday at dawn may be your best chance of the year to spot a fireball, a meteor that shines brighter than Venus, the brightest planet in the sky.

By Joe Rao,?SPACE.com / April 23, 2013

In this picture provided by Wally Pacholka of AstroPics.com, a Geminid fireball explodes over the Mojave Desert in the Jojave Desert, Calif. on Dec. 13, 2009. Unlike this Geminid fireball, the fireball-watching in the next few nights isn't connected to the just-completed Lyriad meteor shower or any other regular meteor shower.

Wally Pacholka / AstroPics.com / AP

The dramatic fireball that exploded over Russia in February got many people wondering if there is any way to anticipate future dazzling meteors before they appear.

' + google_ads[0].line2 + '
' + google_ads[0].line3 + '

'; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "on"; google_image_size = '230x105'; google_skip = '0'; // -->

Well, meteors not associated with an annual shower are certainly tough to predict. But there are some patterns that skywatchers can keep in mind to maximize their chances of spotting a fireball (which technically is any meteor that shines more brightly than Venus in the sky).

For example, springtime is "fireball season," when the number of bright meteor sightings increases by as much as 30 percent, NASA experts say. And the three-day stretch from Tuesday (April 23) to Thursday (April 25) is perhaps the best time to watch for the next prospective fireball event, which might possibly even lead to the fall of a meteorite.?

Over the years, some real dazzlers have been seen during this time frame. And in at least two cases, the orbits of the meteors were virtually identical, suggesting Earth might hit more such space rocks when it passes through this part of its orbit.

A river of rubble?

Is there perhaps a "river of rubble" orbiting the sun that is populated by rather large meteoroids?

Unlike most of the annual meteor showers that are composed chiefly of dust and sand-sized particles ? such as the Lyrids, which peaked overnight Sunday (April 21) ? this supposed fireball stream might be made up of objects that are considerably larger, perhaps originating in the main asteroid belt between Mars and Jupiter or perhaps being shed by the nucleus of a long-dormant comet.?

The circumstantial evidence for such a meteor stream lies with two brilliant fireballs that appeared during the 1960s.

One of these fireballs cast shadows over northern New Jersey on April 23, 1962. The other was seen by thousands of people over England, Wales and Northern Ireland on April 25, 1969 and also dropped a 0.6-pound (0.27 kilograms) meteorite in the town of Sprucefield, Northern Ireland.

5 shot to death in Illinois home, suspect killed

MANCHESTER, Ill. (AP) ? Authorities in central Illinois have yet to identify the five people who are believed to have been shot to death in their home by a man who was later gunned down by police.

The nephew of Manchester's mayor shot to death two women, two boys and a man before leading police on a chase that ended in an exchange of gunfire that left him dead, authorities said Wednesday.

Illinois State Police said they believe Rick O. Smith, 43, entered the home through the back door and shot the victims at close range with a shotgun. Two people were found in a bedroom, two in a second bedroom and the man in the hallway. A sixth victim, a 6-year-old girl, was injured and taken to a Springfield hospital.

"The offender took the 6-year-old out of the residence and put her in the hands of a neighbor," State Police Lt. Col. Todd Kilby said.

Officials have not revealed a motive for the killings. Police said the victims are related. The Scott County coroner's office says the identities of the victims will be released after autopsies are performed early Thursday.

Authorities believe Smith and the victims were acquainted, but they didn't provide details of the relationships.

A bystander called police and told them that Smith fled the home in a white sedan. A car chase ensued, leading authorities to the nearby town of Winchester, where Smith and officers exchanged gunfire. Officers shot Smith, and he later died at a hospital.

Police said they found a rifle, shotgun and large hunting knife in Smith's car.

Scott County State's Attorney Michael Hill said Smith, of rural Morgan County, had previous convictions for reckless homicide, drugs and bad checks.

Manchester Mayor Ronald Drake confirmed that Smith was his nephew, saying he hadn't spoken to Smith in two years but that he believed his nephew was unemployed. Drake said the last time Smith contacted him was to borrow tools.

In Manchester, yellow police tape surrounded the small one-story brick home where the victims were found. Manchester is a village of about 300 residents located about 50 miles west of Springfield.

"It's a close-knit community," Drake said. "Everybody talks to everybody. ... We enjoy everything that goes on (in) town. This is just a tragedy for (the) whole town."

The last homicide in Scott County was 20 years ago, in 1993.

Manchester resident Julie Hardwick, 48, said she lives in the same county housing authority complex as the victims. She said authorities told her she couldn't return to her home yet because of the investigation.

"The kids were really nice," Hardwick said of the family. "You couldn't ask for better kids."

The Rev. Robin Lyons of Manchester United Methodist Church, one of two churches in the community said, "this shows tragedy can happen anywhere."

Two area school superintendents said they received calls from county sheriffs before 6 a.m. informing them that five people had been shot to death at a house in Manchester and that a suspect was at large.

Superintendent David Roberts of the Winchester School District and Les Stevens of the North Greene Unit District No. 3 both said they immediately canceled classes when they were told of the shootings and that other school districts did the same.

Roberts said the wounded girl is a student at Winchester Grade School and her teacher was with her at the Springfield hospital.

The school will use its own counselor, nurse and other staff members to help students who need to talk, Roberts said. Other area districts have offered to help too.

Roberts said he also will call on area ministers to be available on campus. "I've found that to be helpful in the past," he said.

Ancient Earth crust stored in deep mantle

Apr. 24, 2013 ? Scientists have long believed that lava erupted from certain oceanic volcanoes contains materials from the early Earth's crust. But decisive evidence for this phenomenon has proven elusive. New research from a team including Carnegie's Erik Hauri demonstrates that oceanic volcanic rocks contain samples of recycled crust dating back to the Archean era 2.5 billion years ago. Their work is published in Nature.

Oceanic crust sinks into Earth's mantle at so-called subduction zones, where two plates come together. Much of what happens to the crust during this journey is unknown. Model-dependent studies for how long subducted material can exist in the mantle are uncertain and evidence of very old crust returning to Earth's surface via upwellings of magma has not been found until now.

The research team studied volcanic rocks from the island of Mangaia in Polynesia's Cook Islands that contain iron sulfide inclusions within crystals. In-depth analysis of the chemical makeup of these samples yielded interesting results.

The research focused on isotopes of the element sulfur. (Isotopes are atoms of the same element with different numbers of neutrons.) The measurements, conducted by graduate student Rita Cabral, looked at three of the four naturally occurring isotopes of sulfur--isotopic masses 32, 33, and 34. The sulfur-33 isotopes showed evidence of a chemical interaction with UV radiation that stopped occurring in Earth's atmosphere about 2.45 billion years ago. It stopped after the Great Oxidation Event, a point in time when Earth's atmospheric oxygen levels skyrocketed as a consequence of oxygen-producing photosynthetic microbes. Prior to the Great Oxidation Event, the atmosphere lacked ozone. But once ozone was introduced, it started to absorb UV and shut down the process.

This indicates that the sulfur comes from a deep mantle reservoir containing crustal material subducted before the Great Oxidation Event and preserved for over half the age of Earth.

"These measurements place the first firm age estimates of recycled material in oceanic hotspots," Hauri said. "They confirm the cycling of sulfur from the atmosphere and oceans into mantle and ultimately back to the surface," Hauri said.
