Report on residential school deaths should serve as 'wake-up call' to Canada

A grim report into Canada's residential school system should serve as a "wake-up call" to end the ignorance surrounding the dark period in the country's history, says the head of the Truth and Reconciliation Commission of Canada.

The research released Monday shows at least 3,000 children are now known to have died while in the Indian residential schools system that started in the 1870s. The new numbers are the result of the first systematic search of government, school and other records.

Marie Wilson, commissioner of the Truth and Reconciliation Commission, said the numbers are shocking. Of the 3,000 confirmed to have died, she said, 500 are children whose identities remain entirely unknown.

"I hope it's a huge wake-up call to Canada about the enormity of the impacts of the residential school story," she told CTV's Canada AM on Tuesday.

"We've heard about it in the global way, but now, to know these are real little lives that were lived and lost in the context of going to school is something we all need to pay attention to and we need to ask ourselves questions about what it means for today."

Alex Maass, research manager with the Missing Children Project, compiled the numbers after extensive research. Each death was confirmed through documentation showing when the child died, where the death occurred and what the circumstances were.

Disease was the largest killer, particularly tuberculosis which flourished in the crammed, dormitory-style accommodations. The Spanish flu was also devastating, and children are shown to have died from malnutrition or accidents such as fires, drowning or exposure. Others were the victims of physical and sexual abuse, while some died trying to run away and others committed suicide.

Alvin Dixon, a survivor of the residential school system in B.C. who now counsels other natives, said the report's description of overcrowding, physical abuse and disease is true to his experience.

"I was only there for about two hours when I got my first strapping for speaking (my) language," Dixon said. "I spoke very little English then, I was 10 years old, and the other impression I have is the overcrowding and the smell of little children, of too many people in one room."

About 150,000 First Nations children went through the church-run residential school system, which ran from the 1870s until the 1990s. The new records reveal the number of deaths only began to drop significantly after the 1950s, although some fatalities occurred as recently as the 1970s.

Maass said death was such an expected part of the residential school system that buildings were often designed with a cemetery as a key feature in the architectural plans.

He warned the death toll is likely to go up as more documents are uncovered.

Wilson said she hopes the new insights will allow all Canadians to learn from the past and avoid making similar mistakes in the future.

"We have remedial learning to do which is very significant because most of us grew up knowing nothing about residential schools. So our school systems, our departments of education have work to do to make this mandatory so we're not investing in another generation of ignorance," she said.

Tool for reading the minds of mice developed

Feb. 19, 2013 ? Stanford scientists have developed a system for observing real-time brain activity in a live mouse. The device could prove useful in studying new treatments for neurodegenerative diseases, such as Alzheimer's.

As the mouse explores the arena, neurons in its brain flash green when it recognizes a familiar spot.

If you want to read a mouse's mind, it takes some fluorescent protein and a tiny microscope implanted in the rodent's head.

Stanford scientists have demonstrated a technique for observing hundreds of neurons firing in the brain of a live mouse, in real time, and have linked that activity to long-term information storage. The unprecedented work could provide a useful tool for studying new therapies for neurodegenerative diseases such as Alzheimer's.

The researchers first used a gene therapy approach to cause the mouse's neurons to express a green fluorescent protein that was engineered to be sensitive to the presence of calcium ions. When a neuron fires, the cell naturally floods with calcium ions. Calcium stimulates the protein, causing the entire cell to fluoresce bright green.

A tiny microscope implanted just above the mouse's hippocampus -- a part of the brain that is critical for spatial and episodic memory -- captures the light of roughly 700 neurons. The microscope is connected to a camera chip, which sends a digital version of the image to a computer screen.

The computer then displays near real-time video of the mouse's brain activity as a mouse runs around a small enclosure, which the researchers call an arena.

The neuronal firings look like tiny green fireworks, randomly bursting against a black background, but the scientists have deciphered clear patterns in the chaos.

"We can literally figure out where the mouse is in the arena by looking at these lights," said Mark Schnitzer, an associate professor of biology and of applied physics and the senior author on the paper, recently published in the journal Nature Neuroscience.

When a mouse is scratching at the wall in a certain area of the arena, a specific neuron will fire and flash green. When the mouse scampers to a different area, the light from the first neuron fades and a new cell sparks up.

"The hippocampus is very sensitive to where the animal is in its environment, and different cells respond to different parts of the arena," Schnitzer said. "Imagine walking around your office. Some of the neurons in your hippocampus light up when you're near your desk, and others fire when you're near your chair. This is how your brain makes a representative map of a space."

The group has found that a mouse's neurons fire in the same patterns even when a month has passed between experiments. "The ability to come back and observe the same cells is very important for studying progressive brain diseases," Schnitzer said.

For example, if a particular neuron in a test mouse stops functioning, as a result of normal neuronal death or a neurodegenerative disease, researchers could apply an experimental therapeutic agent and then expose the mouse to the same stimuli to see if the neuron's function returns.

Although the technology can't be used on humans, mouse models are a common starting point for new therapies for human neurodegenerative diseases, and Schnitzer believes the system could be a very useful tool in evaluating pre-clinical research.

The work was published Feb. 10 in the online edition of Nature Neuroscience. The researchers have formed a company to manufacture and sell the device.

Chavez back home in Venezuela, still out of sight

CARACAS, Venezuela (AP) ? President Hugo Chavez is back in Venezuela after 10 weeks of cancer treatment in Cuba, but he remained silent and out of sight on Tuesday, closed away in a tightly guarded military hospital, leaving the nation to speculate about whether he can still govern, and for how long.

Government officials are insisting that Chavez remains in charge even as observers are increasingly questioning whether a leader who has been breathing through a tube and hasn't spoken publicly in more than two months is capable of remaining in office.

Chavez's political allies have left open the possibility that the president may finally take the oath of office for a new term, a ceremony originally scheduled for last month, while he was undergoing cancer treatment in Cuba. But they have given few precise details about what sort of pelvic cancer the president suffers or what sort of "complex and tough" treatment he is undergoing.

Officials have confirmed he underwent a tracheostomy and uses a tube to help breathe, but it is not clear if he can do so on his own or is relying on a ventilator.

"It is possible that he has a tracheostomy without being ventilator-dependent, although it isn't clear why that would be the case," said Dr. Steve Hahn, a professor of radiation oncology at the University of Pennsylvania's Perelman School of Medicine.

Hahn, who is not involved in Chavez's treatment, said swallowing usually becomes difficult, though not impossible, for patients who have undergone the procedure and have a hole in the windpipe.

The alternatives for patients who can no longer swallow include a tube coming out of the stomach or the nose, or intravenous feeding, Hahn said. "The patient may not be receiving IV fluids or antibiotics, although they often are."

Hahn said that given Chavez's treatment regimen and evolution, he could have a low-grade sarcoma that is continuing to come back despite repeated surgeries.

"It certainly sounds like he is receiving palliative chemotherapy," Hahn said in an emailed response to questions. "It does sound as if his situation is incurable and most likely end-stage."

Such views sharply contrasted with upbeat street celebrations held by Chavez's supporters on Monday after his return was announced on the president's Twitter account.

Chavez's return came less than three days after the government released the first photos of the president in more than two months, showing him in a bed looking bloated and smiling alongside his daughters. The government has yet to release any images of the president in Caracas.

Bolivian President Evo Morales arrived in Caracas on Tuesday for a visit, after saying a day earlier that "I really want to see him."

Hundreds of Chavez supporters celebrated his return in downtown Caracas on Monday, chanting his name and holding photos of the president in Bolivar Plaza. Supporters also gathered outside the hospital, wearing the red T-shirts of Chavez's socialist movement and chanting: "He's back!"

"I want to see my president," said Alicia Morroy, a seamstress who stood outside the hospital on the verge of tears. "I've missed him a lot because Chavez is the spirit of the poor."

A giant inflated Chavez doll was placed beside a corner of the National Assembly building.

Information Minister Ernesto Villegas reiterated in an interview with Venezuelan radio station Union Radio that Chavez is going through a "difficult, hard and complex" recovery process, and that his return doesn't change the "difficult circumstances he has been in."

Vice President Nicolas Maduro later presided over a televised Cabinet meeting at the presidential palace, though he didn't offer additional details about Chavez. "He will live and he will triumph," Maduro said at the end of the meeting, while on television an image of Chavez's face was superimposed on the oval-shaped table.

Six hospital employees who were asked about the president said they hadn't seen him. Yusmeli Teran, a waitress who serves food to patients, told The Associated Press that the area where Chavez was being treated on the 9th floor is a restricted area guarded by police and soldiers. "No one has seen him at all," she said.

The Venezuelan Constitution says that if a president dies or steps down, a new vote must be called and held within 30 days. Chavez raised that possibility before he left for Cuba in December by saying that if necessary, Maduro should run in a new election to replace him.

Chavez's return could be used to give a boost to his would-be successor and gain time to "consolidate his alternative leader" ahead of a possible new presidential vote this year, said Luis Vicente Leon, a Venezuelan pollster and political analyst.

Leon said that even if Chavez isn't seen in public, his presence will allow the government to keep up his emotional connection to his followers and rally support.

Even the state newspaper Correo del Orinoco referred to the possibility of a new election in its Monday edition. The top headline, published before Chavez's announced return, said a poll found Maduro would win a possible election.

Maduro and other Cabinet ministers held hands and prayed in a televised gathering on Monday night in which a priest and a minister offered words of thanks for Chavez's return.

The 58-year-old Chavez was re-elected to a new six-year term in October, and his inauguration, originally scheduled for Jan. 10, was indefinitely postponed by lawmakers despite complaints by the opposition. The Supreme Court upheld the decision and said the president could be sworn in at a later date before the court.

Study Skills Tips

Academically successful students have one thing in common. They know how to learn, what to learn because they have study skills lesson plans to guide them. In other words, they are the ones who remain constantly inspired and updated.

This comes easily with study skills tips offered by tutors. When teachers promote good study habits to their students, they are doing an immense service to them because they are teaching their students one of the most beneficial life skills. However, the teachers must know how to teach these fundamental skills so that students internalize them.

Teaching study skills is not a once in a blue moon affair. The students must be constantly guided by learning skills, while teachers need to take special interest in designing study skills lesson plans complete with and backed by study skills tips that are measurable and evidenced for learning outcomes.

For example, it is not enough to tell them to get organized and remain that way, but to also let them know the ways they can remain organized such as make and use flash cards, turn off the TV, music and other distractions while studying, take notes in class and revise them after class, and so on. Additionally, one or more study skills must be taught each day as the part of study skills lesson plans.

Each teacher and every student have their own unique way of designing lesson plans because there are literally endless tips and plans. However, it is important that study skills lesson plans address the core issues faced by students, such as silent reading fluency and speed reading, interactive reading and building reading comprehension, building vocabulary, reading non-fiction strategy etc among several others.

The plan must take into account the weaknesses a student demonstrates in any area. These weaknesses can be identified with the help of a pre-designed test or a battery of tests. It is then easy to design a "to do" list for students to constantly practice upon. Additionally, a strategy for reflection indicates whether the student is progressing in the right direction. Finally, the progress should be measurable, monitor-able, and demonstrable for effective outcomes.

As I said earlier, each student is unique by virtue of their family background, home environment, academic and scholastic attainment and several other factors. So, discovering the best approach to study is an individual process. However, assistance from the teachers in designing the strategy ensures positive learning outcomes.

So, teachers should help students identify the activities for them including setting goals, managing time, group tasks. Each student must be helped with lesson plans to focus on that may include a combination of core skills and lesson plans. When teachers take individual interest in students, the students have reasons to work according to plan and perform to their expectations.

When students study according to a plan and absorb skills that promote efficient learning, their academic skills and outcomes improve. However, teachers are expected to not only offer study skills tips but also to actively engage with them in preparing study skills lesson plans for them.

Christine Friend Interview Family Friendly Decorating Ideas

Local Vancouver-based interior designer Christine Friend will be speaking at the upcoming BC Home and Garden Show from Wednesday February 20th to 24th at BC Place in Vancouver.

Christine Friend is the designer behind Friendly Decorator. She is experienced in family friendly decorating, so I asked her what her thoughts and suggestions are about that area of decorating, but also about a few other topics of interest. Read on for my interview and some family friendly decorating ideas.

1. This is the first year that the Home and Garden Show has a dedicated Family Day, and I know you?ll be speaking about family-friendly design.

What are a few key pieces of advice you have for family friendly decorating?

When purchasing products or materials, think cleanable. Consider outdoor fabrics for upholstered pieces ? the material is surprisingly durable yet comfortable in the home and there is a great selection available. When looking for furniture such as tables, think rounded corners. Eggshell paint is a must for walls and either satin or semi-gloss for door casings ? these are high-traffic areas in your home so you want to be able to easily clean off finger prints or scuffs.

2. What would you say is the most impactful room or area to focus on when someone is selling their home?

Every room in the house has something to offer. I, like many others, believe the kitchen is the heart of the home. It?s one of the most expensive areas of the home to renovate but it certainly provides the most impact and value when selling. Most people have difficulty visualizing what could be done in a room ? thus having the kitchen refreshed or completely renovated will assist in a quicker sale.

3. How much and in what way does the local landscape inspire your design style?

I like each room to be part of the home and each home to be a part of its?neighbourhood. At the same time, having your own style to represent you and your family is important. It?s always nice to be able to leave natural items such as that huge boulder in your backyard ? what seems a nuisance now could be worked into a new construction house, or perhaps become part of a waterfall! ?Sometimes you have to work with what you have instead of changing it.

4. What inspired you to leave the insurance industry for your new career?

To be honest, I thought I was going to retire in the insurance industry. Many things changed in my life a decade ago and I let life itself dictate to me what would happen ? I went with the flow and here I am now, 10 years later, loving what I do!

5. What do you most enjoy about your interior design business, and speaking at events, like the BC Home + Garden Show?

I most enjoy seeing and sourcing new products, fabrics, and design items, and sharing these with clients. This will be my first time appearing on the HGTV Main Stage at the BC Home + Garden Show? ask me my thoughts on that on Monday, February 25!? But what I do hope is that homeowners take a least one tip home with them and follow through on making a change.

"I would like to reassure you that India remains committed to an early resolution of the issue of sharing of Teesta waters. Consultations are on amongst stakeholders in India," Khurshid told media here yesterday after the 2nd meeting of the India-Bangladesh Joint Consultative Commission.

"India and Bangladesh have already exchanged data on the flow of Teesta at Dalia and Gazaldoba at the Joint Technical Meeting held in Kolkata. On the Tipaimukh project, I reiterate our Prime Minister's proposal for joint participation and invite you to take a stake in the project. We are also happy to note that the second meeting of the Sub Group on Tipaimukh was held in Dhaka early this month," he added.

On the trade and investment front, Khurshid said: "New opportunities are being actively developed by our corporate and business entities."

" I understand there has been a significant increase of textile exports from Bangladesh to India following the facility of duty free exports extended by India in September 2011. We are jointly working on ways and means to introduce balance in our trade relationship," he said.

"We are encouraged by the positive response received from the visit of 100 member youth delegation from Bangladesh to India last year. I am glad to announce that we are ready to organize a similar visit later this year," he added.

On power inter-grid connectivity, Khurshid said: "We were happy to note that work on power inter-grid connectivity is proceeding satisfactory, with 500 MW of power expected to flow from India to Bangladesh this summer.

"We have been promised that necessary clearances for the speedy setting up of the 1320 MW coal based joint venture power plant will be expedited. We welcome the participation of Bangladesh in power projects in India, particularly in the North-Eastern states of India," he added.

Khurshid further said: "Dr. Dipu Moni and I are satisfied at the pace of utilization of the Line of Credit extended by India. The entire consignment of buses has been delivered to Bangladesh. Deliveries of railway rolling stock will commence in the coming days."

" I am happy to announce that we are ready to release the first tranche of USD50 million of the total grant of USD 200 million soon for projects of priority to Bangladesh," he added. (ANI)

Belkin releases WeMo beta app for Galaxy S III, devices with ICS or higher

Word of an Android app for Belkin's line of WeMo home automation hardware came amid a flurry of CES news, and now the application has rolled onto Google Play in beta form just over a month later. The app is specifically tested for the Galaxy S III, but handsets toting Ice Cream Sandwich or higher will be able to take it for a spin. By wielding the application, users can control WeMo devices over WiFi and cellular networks, configure custom icons, tweak names, take care of local firmware updates and hook things up with IFTTT. Remote firmware updates, support content and WeMo rules have yet to be baked into the software, however. Belkin is hoping guinea pigs will report bugs, but can't guarantee they'll be fixed in the short term. Currently, the outfit says issues regarding poor signal strength and app crashes are on its radar. Looking forward to the polished, growing pain-free product? Dozens were hospitalized and nearly 1,000 residents suffered minor injuries from fallen debris and the impact of the meteor's powerful landing. NBC's Tom Costello reports.

What exactly fell on Russia's Chelyabinsk region on Friday? Was it an asteroid, meteor, meteoroid, meteorite or fireball? You could make a case for "any of the above," depending on your definitions and the precise part of the phenomenon you're trying to describe.

The Chelyabinsk incident is the biggest known cosmic impact since another Russian blast that occurred a century ago, the Tunguska incident of 1908. There's good reason for that notoreity: Hundreds of injuries were reported. NASA estimated that the energy released by the Chelyabinsk impact amounted to 300 kilotons of TNT, which suggests the blast was more than 10 times as powerful as the atom bombs that were dropped on Japan at the end of World War II.

NASA's assessment put the Chelyabinsk object's width at 15 meters (50 feet), and its mass at 7,000 tons. Much of that mass burned up during the object's atmospheric entry at a velocity of 40,000 mph (18 kilometers per second). "The fireball was brighter than the sun," the space agency said in a statement.


Astronomers use different terms to describe cosmic objects of different sizes: When the rock is no wider than a meter (3.3 feet), it's known as a meteoroid. But once you start getting into the 1- to 10-meter range, the term "asteroid" applies. Earlier estimates suggested the Chelyabinsk object was a meteoroid, but the latest assessment would put it in the class of a small asteroid.

Bill Cooke, who heads the Meteoroid Environment Office at NASA's Marshall Space Center, said the object was "a small asteroid or a large meteoroid, depending on how you want to define it."

When pieces of the meteoroid (or asteroid) survive their fiery fall through the atmosphere and hit the surface, those pieces are called meteorites. Russian authorities say a hole in the ice on Chebarkul Lake, near Chelyabinsk, marks a spot where at least one meteorite left its mark. There are already reports of Chelyabinsk meteorites turning up on online auction sites, but those are more likely to be "meteor-wrongs"?? rocks wrongly assumed to be meteorites.

A huge meteor flares through the skies over Russia's Chelyabinsk region, triggering a powerful shock wave that injured nearly a thousand people, blew out windows and reportedly caused the roof of a factory to collapse.

The term "meteor" refers to the fiery aerial display created by a falling meteoroid or asteroid. Meteors are called fireballs if they shine brighter than the planets in the night sky (magnitude -4), and bolides if the blast is even brighter (around magnitude -14). There's no question that the Chelyabinsk meteor qualifies as a bolide.

Some asteroids are made of iron and nickel, and survive their fall more easily. However, the fact that the Chelyabinsk object appeared to break up into pieces while it was still miles high indicates that it was made of less dense stuff. The stresses of atmospheric entry caused the rock to break apart explosively, creating the midair flash and generating a shock wave. The shock wave produced the loud "bang" that set off car alarms, blew out windows and apparently collapsed the roof of a zinc factory warehouse. Flying glass from all those broken windows caused many of the injuries that were reported.

What about the asteroid flyby?
The Chelyabinsk object streaked through Russian skies just hours before a 150-foot-wide (45-meter-wide) asteroid known as 2012 DA14 was due to make a remarkably close approach, coming within 17,200 miles of Earth's surface. However, the two objects were in dramatically different orbits, and that's one of the factors that led NASA to conclude that the two cosmic events were "not related."

"It's clearly coincidental, but it's a pretty amazing coincidence," said former Apollo astronaut Rusty Schweickart, a co-founder of the B612 Foundation. For years, Schweickart and his colleagues have been trying to raise awareness about the hazards posed by asteroids, and Friday's double dose of cosmic reality certainly serves as a consciousness-raiser.

"It's a torpedo across the bow," Schweickart told NBC News, "and it serves as an indication that these things really do happen."

Objects as small as the Chelyabinsk asteroid are difficult to detect ? but the feat is?not impossible, given the right circumstances. In 2008, a 2- to 5-meter-wide asteroid known as 2008 TC3 was spotted using the Catalina Sky Survey 1.5-meter telescope in Arizona, 20 hours before its impact in the Sudanese desert. The Chelyabinsk object would have been particularly hard to spot because it came in from the blind spot on Earth's sunlit side.

The Chelyabinsk object is no more, but there are still lots of other space rocks to be found. In 2011, NASA estimated that there are a million potentially hazardous near-Earth asteroids smaller than 100 meters (330 feet). Several organizations ??including NASA, the B612 Foundation and Planetary Resources?? are working on plans to detect and track more of the threats that are out there. Budget cut warnings may prove harsher than reality

(AP) ? Get ready for two weeks of intensifying warnings about how crucial, popular government services are about to wither ? including many threats that could eventually come true.

President Barack Obama and congressional Republicans made no progress last week in heading off $85 billion in budget-wide cuts that automatically start taking effect March 1. Lacking a bipartisan deal to avoid them and hoping to heap blame and pressure on GOP lawmakers, the administration is offering vivid details about the cuts' consequences: trimmed defense contracts, less secure U.S. embassies, furloughed air traffic controllers.

Past administrations have seldom hesitated to spotlight how budget standoffs would wilt programs the public values.

When a budget fight between President Bill Clinton and congressional Republicans led to two government shutdowns, in 1995 and 1996, some threats came true, like padlocked national parks.

Others did not.

Clinton warned that Medicare recipients might lose medical treatment, feeding programs for the low-income elderly could end and treatment at veterans hospitals could be curtailed. All continued, thanks to contractors working for IOUs, local governments and charities stepping in and the budget impasse ending before serious damage occurred.

This time, at stake is not a federal shutdown but a so-called sequester. Between March 1 and Sept. 30 ? the remainder of the government's budget year ? it would mean reductions of 13 percent for defense programs and 9 percent for other programs, according to the White House budget office.

The cuts, plus nearly $1 trillion more over the coming decade, were concocted two years ago. Administration and congressional bargainers purposely made them so painful that everyone would be forced to reach a grand deficit-cutting compromise to avoid them.

Hasn't happened.

A look at the sequester and the chilling impact the administration says it would have, based on letters and testimony to Congress:

?A key reminder: Social Security, Medicare and veterans' benefits, Medicaid and a host of other benefit programs are exempted. The cuts take effect over a seven-month period; they don't all crash ashore on March 1. And if a bipartisan deal to ease them is ever reached, lawmakers could restore some or all of the money retroactively.

?On the other hand: Left in effect, these cuts are real even though their program-by-program impact is unclear. The law limits the administration's flexibility to protect favored initiatives, but the White House has told agencies to avoid cuts presenting "risks to life, safety or health" and to minimize harm to crucial services.

?Defense: Troops at war would be protected, but there'd be fewer Air Force flying hours, less training for some Army units and cuts in naval forces. A $3 billion cut in the military's Tricare health care system could diminish elective care for military families and retirees. And, in a warning to the private defense industry, the Pentagon said it would be "restructuring contracts to reduce their scope and cost."

?Health: The National Institutes of Health would lose $1.6 billion, trimming cancer research and drying up funds for hundreds of other research projects. Health departments would give 424,000 fewer tests for the AIDS virus. More than 373,000 people may not receive mental health services.

?Food and agriculture: About 600,000 low-income pregnant women and new mothers would lose food aid and nutrition education. Meat inspectors could be furloughed up to 15 days, shutting meatpacking plants intermittently and costing up to $10 billion in production losses.

?Homeland Security: Fewer border agents and facilities for detained illegal immigrants. Reduced Coast Guard air and sea operations, furloughed Secret Service agents and weakened efforts against cyberthreats to computer networks. The Federal Emergency Management Agency's disaster relief fund would lose more than $1 billion.

?Education: Seventy thousand Head Start pupils would be removed from the pre-kindergarten program. Layoffs of 10,000 teachers and thousands of other staffers because of cuts in federal dollars that state and local governments use for schools. Cuts for programs for disabled and other special-needs students.

?Transportation: Most of the Federal Aviation Administration's 47,000 employees would face furloughs, including air traffic controllers, for an average of 11 days.

?Environment: Diminished Environmental Protection Agency monitoring of oil spills, air pollution and hazardous waste. The color-coded air quality forecasting system that keeps schoolchildren and others inside on bad-air days would be curtailed or eliminated. New models of cars and trucks could take longer to reach consumers because the EPA couldn't quickly validate that they meet emissions standards.

?State Department: Slow security improvements at overseas facilities, cuts in economic aid in Afghanistan and malaria control in Africa.

?Internal Revenue Service: Furloughed workers would reduce the IRS' ability to review returns, detect fraud and answer taxpayers' questions. It offered no specifics.

?FBI: Furloughs and a hiring freeze would have the equivalent impact of cutting 2,285 employees, including 775 agents. Every FBI employee would be furloughed 14 workdays.

?Interior Department: Hours and service would be trimmed at all 398 national parks, and up to 128 wildlife refuges could be shuttered. Oil, gas and coal development on public lands and offshore waters would be diminished because the agency would be less able to issue permits, conduct environmental reviews and inspect facilities.

?Labor: More than 3.8 million people jobless for six months or longer could see their unemployment benefits reduced by as much as 9.4 percent. Thousands of veterans would lose job counseling. Fewer Occupational Safety and Health Administration inspectors could mean 1,200 fewer visits to work sites. One million fewer people would get help finding or preparing for new jobs.

?NASA: Nearly $900 million in cuts, including funds to help private companies build capsules to send astronauts to the International Space Station.

?Housing: The Department of Housing and Urban Development said about 125,000 poor households could lose benefits from the agency's Housing Choice Voucher program and risk becoming homeless.

Why some people don't learn well: EEG shows insufficient processing of information to be learned

Feb. 13, 2013 ? The reason why some people are worse at learning than others has been revealed by a research team from Berlin, Bochum, and Leipzig, operating within the framework of the Germany-wide network "Bernstein Focus State Dependencies of Learning." They have discovered that the main problem is not that learning processes are inefficient per se, but that the brain insufficiently processes the information to be learned.

The scientists trained the subjects' sense of touch to be more sensitive. In subjects who responded well to the training, the EEG revealed characteristic changes in brain activity, more specifically in the alpha waves. These alpha waves show, among other things, how effectively the brain exploits the sensory information needed for learning. "An exciting question now is to what extent the alpha activity can be deliberately influenced with biofeedback," says PD Dr. Hubert Dinse from the Neural Plasticity Lab of the Ruhr-Universit?t Bochum. "This could have enormous implications for therapy after brain injury or, quite generally, for the understanding of learning processes." The research team from the Ruhr-Universit?t, the Humboldt Universit?t zu Berlin, Charit? -- Universit?tsmedizin Berlin and the Max Planck Institute (MPI) for Human Cognitive and Brain Sciences reported their findings in the Journal of Neuroscience.

Learning without attention: passive training of the sense of touch

How well we learn depends on genetic aspects, the individual brain anatomy, and, not least, on attention. "In recent years we have established a procedure with which we trigger learning processes in people that do not require attention," says Hubert Dinse. The researchers were, therefore, able to exclude attention as a factor. They repeatedly stimulated the participants' sense of touch for 30 minutes by electrically stimulating the skin of the hand. Before and after this passive training, they tested the so-called "two-point discrimination threshold," a measure of the sensitivity of touch. For this, they applied gentle pressure to the hand with two needles and determined the smallest distance between the needles at which the patient still perceived them as separate stimuli. On average, the passive training improved the discrimination threshold by twelve percent -- but not in all of the 26 participants. Using EEG, the team studied why some people learned better than others.

Imaging the brain state using EEG: the alpha waves are decisive

The cooperation partners from Berlin and Leipzig, PD Dr. Petra Ritter, Dr. Frank Freyer, and Dr. Robert Becker recorded the subjects' spontaneous EEG before and during passive training. They then identified the components of the brain activity related to improvement in the discrimination test. The alpha activity was decisive, i.e., the brain activity was in the frequency range 8 to 12 hertz. The higher the alpha activity before the passive training, the better the people learned. In addition, the more the alpha activity decreased during passive training, the more easily they learned. These effects occurred in the somatosensory cortex, that is, where the sense of touch is located in the brain.

Researchers seek new methods for therapy

"How the alpha rhythm manages to affect learning is something we investigate with computer models," says PD Dr. Petra Ritter, Head of the Working Group "Brain Modes" at the MPI Leipzig and the Berlin Charit?. "Only when we understand the complex information processing in the brain, can we intervene specifically in the processes to help disorders," adds Petra Ritter. New therapies are the aim of the cooperation network, which Ritter coordinates, the international "Virtual Brain" project, which her team collaborates on, and the "Neural Plasticity Lab," chaired by Hubert Dinse at the RUB.

Learning is dependent on access to sensory information

A high level of alpha activity counts as a marker of the readiness of the brain to exploit new incoming information. Conversely, a strong decrease of alpha activity during sensory stimulation counts as an indicator that the brain processes stimuli particularly efficiently. The results, therefore, suggest that perception-based learning is highly dependent on how accessible the sensory information is. The alpha activity, as a marker of constantly changing brain states, modulates this accessibility.

Cops: Woman shot dead at home of 'Blade Runner'

A woman has been found shot dead at the South African home of Olympic and Paralympic star Oscar Pistorius, police said Thursday.

Britain's Sky News reported that the woman had been shot in the head and arm and that the 26-year-old Pistorius was being interviewed by police in Pretoria.

Citing local reports, Reuters reported that the woman was believed to be Pistorius' girlfriend and that the sprinter may have mistaken her for a burglar.

"We can confirm a 26-year-old man has been taken into custody following a complaint by a neighbor that there was a shooting at the home of Oscar Pistorius," a police spokesman told NBC News. "He is being charged with murder and he will appear in the Pretoria regional court later this afternoon."

Pistorius was born?without a fibula in both legs and races wearing carbon fiber prosthetic blades.

Known as the "Blade Runner," Pistorius was the first double amputee to run in the Olympics. He qualified for the 400-meter semi-finals and 4 x 400-meter final at the London 2012 Summer Games.?

His website highlighted that Pistorius ran in 11 races?during the London 2012 Olympics and Paralymics and returned home with "two Paralympic gold medals, Paralympic silver, two world records, a Paralympic record, an Olympic individual semi-final and an Olympic final."

He achieved headlines worldwide after qualifying for the 2011 world championships in Daegu, South Korea, and is the world's most famous disabled athelete.

Speaking to Sky News, South African journalist Kribani Pillay described Pistorius as a "national hero and national icon."

Oscar Pistorius may soon make history as the first double amputee to compete in the Olympics. The South African sprinter's emergence as one of the world's fastest runners has generated controversy over whether his carbon fiber prosthetic legs give him an unfair advantage, something he vehemently denies. She said: "If these opposite trends in breast and lung cancer rates continue, then in 2015 lung cancer is going to become the first cause of cancer mortality in Europe.

"This is already true in the UK and Poland, the two countries with the highest rates: 21.2 and 17.5 per 100,000 women respectively.

"This predicted rise of female lung cancer in the UK may reflect the increased prevalence of young women starting smoking in the late 1960s and 1970s, possibly due to changing socio-cultural attitudes at that time.

"However, fewer young women nowadays in the UK and elsewhere in Europe are smoking and, therefore, deaths from lung cancer may start to level off after 2020 at around 15 per 100,000 women."

There has also been a steady reduction in breast cancer deaths across Europe in the last four years.

Prof La Vecchia added: "This reflects the important and accumulating advances in the treatment, as well as screening and early diagnosis, of the disease."

The study, published in the Annals of Oncology, looked at cancer rates in all 27 European Union member countries, as well as six individual countries ? France, Germany, Italy, Poland, Spain and the UK.

It looked at all cancers but focused on stomach, intestine, pancreas, lung, prostate, breast, uterus (including cervix) and leukaemias.

The study found that an estimated 1.3 million people will die from cancer -737,747 men and 576,489 women- in the 27 countries of the EU in 2013.

Though that number has increased since 2009, as there have been more cases in that period, the rate at which people have died has actually declined, six per cent in men and four per cent in women.

Lung cancer is still the main cause of cancer death among men, with nearly 187,000 deaths predicted for 2013, giving a death rate of 37.2 per 100,000 men.

Kenya holds 1st presidential debate

NAIROBI, Kenya (AP) ? Three weeks before they go to the polls, millions of Kenyans watched and listened to the nation's first-ever presidential debate, with the two front-running candidates trading barbs over the looming trial of one of them in the International Criminal Court.

Morning talk shows in Nairobi on Tuesday were still buzzing about the previous night's debate ? broadcast live on Kenya's TV and radio stations ? among eight presidential candidates who stood behind sleek, futuristic podiums. Much of the focus was on the two front-runners: Deputy Prime Minister Uhuru Kenyatta and Prime Minister Raila Odinga. Kenyatta, the son of Kenya's founding father, faces crimes against humanity charges at the ICC.

The charges against Kenyatta and his running mate William Ruto relate to violence that killed more than 1,000 people after the last elections in 2007. The violence was sparked by a dispute over who won the presidency ? Odinga, then an opposition leader, or President Mwai Kibaki, who was seeking a second term. A peace deal allowed Odinga to become prime minister in a coalition government.

Kenyatta's trial is scheduled to start in April in The Hague, but he insisted during the debate that it won't hinder his ability to run the country if he's elected president on March 4. The ICC prosecutor says the trial may last for years.

"If the people of Kenya do decide to vote for me as their president, I will be able to handle the issue of clearing my name while ensuring the business of government continues and our manifesto and agenda for Kenya is implemented," Kenyatta said.

But Odinga said the country cannot be governed remotely, and quipped that running a government on Skype from The Hague would be tough to manage.

During the debate, moderators as well as other candidates asked questions. An audience of about 200 people also questioned the candidates. Local media reported that millions tuned in to the live broadcast.

Monday's debate covered a range of other issues, from the role tribal affiliation plays in the distribution of jobs and resources ? and which is cited as a major cause of problems in Kenya ? to corruption in government, to education and health care.

All eight presidential candidates promised to concede if they lose the elections and to use the judiciary to resolve any issues that arise.

A second debate is set for Feb. 25.

Kenyatta is charged with crimes against humanity for alleged involvement in the murder, forcible deportation, persecution and rape of supporters of Odinga after the 2007 vote. Ruto, a former education minister, faces charges of murder, forcible deportation and persecution of supporters of Kibaki.

Despite supporting rival camps during the 2007 vote, they are now on the same ticket.

Furs, beading, tuxedo jackets feature big in NY fashion shows

NEW YORK (Reuters) - Furs, richly beaded gowns and tuxedo jackets were all over the runways on Tuesday at New York Fashion Week as designers opted for feminine elegance in their fall and winter 2013 collections.

Deep V-necks, draping and long-sleeve gloves were in abundance, along with brocades in muted as well as rich colors and plenty of black.

Badgley Mischka featured gold-beaded jackets and black pencil skirts, sleek tuxedo suits and jackets over gold metallic jersey, and tulle and crepe gowns.

The design duo created a sexy and sophisticated femme fatale look with fox fur vests, collars and wraps and flowing gowns with beaded shoulders and waists.

"I thought it was magnificent -- the romanticism, the fluidity and the craftsmanship," said Gwen Mader, a New York fashion editor. "It was one of the most beautiful collections I've seen this season."

Mark Badgley and James Mischka, who met while studying at Parson School of Design in New York and have worked together since 1988, are a favorite among Hollywood's elite with their glamorous style harking back to an earlier era.

Halle Berry, Helen Mirren and Katie Perry are among the A-listers who have walked the red carpet in their creations.

London-based designer Jenny Packham, who counts the Duchess of Cambridge Kate Middleton among her clients, looked back to the intellectual salons of 17th century Paris, where women discussed the arts and literature, for her designs.

"This collection is inspired by the rich tones and hues of these salons, the shades of midnight blue, scarlet reds, cinnamon and lustrous opals and by the spirit of freedom that imbued them," she said in a statement ahead of the show.

Packham, who has been showing her collections in New York for the past few years, paired an ivory gown with a beaded coat, a sparkling, jeweled sweater with a flowing, full skirt and a red gown with cap sleeves and a sheer overlay.

A teal V-neck gown with a sheer beaded top across the shoulder and bodice was among the highlights of the show that attracted actresses Katherine Heigl and Vanessa Hudgens to the front row.

Like Middleton, who turned heads in a Packham emerald-green pleated gown she wore to a concert in London last summer and wowed onlookers in a shimmering, slinky silver full-length creation during a night out with Prince William, Angelina Jolie, Kate Hudson and Kate Winslet are also fans of the label.

Designer Vera Wang chose a more modern look for her collection, with black and beige geometric-cut jackets and coats, pencil skirts, cocktail dresses and gowns with draping at the waist and bold brocades.

Long gloves reaching nearly to the shoulder, furs, angle-cut skirts and wide-cut vests and jackets were also part of the collection that was viewed from the front row by American Vogue Editor Anna Wintour and the magazine Creative Director Grace Coddington.

The semi-annual New York Fashion Week, a precursor to shows in Paris, London and Milan, attracts some 232,000 people to the hundreds of shows at Lincoln Center and throughout the city. The designers, buyers, stylists and press who attend the 500 or so shows spend about $15 million on hotels and restaurants, according to city estimates.
